The Recognition of the Quality of Disabled Worker (RQTH) is a status designed to facilitate the professional integration of people with disabilities. It is granted by the Commission of Rights and Autonomy of Disabled Persons (CDAPH) after a properly completed application is submitted to the Departmental House for Disabled Persons (MDPH). The RQTH allows individuals to benefit from specific employment measures and support programs.

The benefits of the RQTH are twofold. "How so?" you might ask. Well, this status is advantageous for both the employee and the employer! It also benefits from personalized support through specialized organizations such as Cap Emploi. And on top of that, Corneil has enhanced protection against dismissal. You can see the same thing as I do: it is definitely in his favor to declare his disability and obtain his RQTH. But wait, that's not all. The company that employs Corneil will receive financial aid and subsidies for workplace accommodations for this.

In the end, the company will benefit from all of Corneil’s skills, as his condition will be accommodated simply by purchasing a hearing aid. For this hearing aid, the company will, of course, receive subsidies. I don't need to draw you a diagram of the situation... Therefore, this company that chooses Corneil to meet the quotas for the Obligation to Employ Disabled Workers (OETH) and to contribute to social inclusivity, optimizing its performance through the skills of this employee, despite his disability.

It won’t have to spend anything to compensate for the shortfall in the OETH or to adapt Corneil’s position and highlight his skills. The RQTH, therefore, is a declaration that creates a win-win agreement between the employer and an employee recognized as having a disability.


What impact on employment?

The RQTH facilitates access to specific programs such as adapted exams for employment in the public sector. Workplace accommodations can be made to adapt working conditions to the specific needs of the disabled worker. Whether it's in terms of hours, equipment, or work time, everything is possible. Employing disabled workers allows the company to fulfill the OETH requirements established by the state.

Indeed, companies with more than 20 employees must employ at least 6% disabled workers, compared to 55% for Adapted Enterprises. This requirement helps promote social diversity. If the required rate is not met, financial penalties are incurred. The OETH also helps to keep people with disabilities in employment so that they are not isolated from the active society and reduced to being passive.

However, crucial obligations must be met by disabled workers to assert their rights related to the RQTH. In return, workers with an RQTH must inform their employer of their situation to benefit from these advantages.

How to obtain your RQTH?

You’re probably wondering how to benefit from this system designed to be advantageous for both disabled workers and the companies that employ them. Hold on, I’ll explain everything! But first, let’s establish the eligibility conditions. To obtain the RQTH, you must first have a recognized disability that affects your ability to work. Then, you need to reside in France in a stable and regular manner.

In addition, you need to provide a medical diagnosis confirming the nature and severity of the disability. But it’s not that simple! Still wondering about the process? Here it is: I will explain everything about the application process for obtaining the RQTH. It involves four equally important steps. First, to submit your RQTH application, you need to start by filling out the Cerfa application form and gathering the required supporting documents.

Given the eligibility requirements, a medical certificate and proof of residence will be mandatory. Once the form is properly completed and the supporting documents are attached to the file, the complete dossier must be submitted to the MDPH (Maison Départementale des Personnes Handicapées) of the place of residence. The MDPH then evaluates the dossier. To do so, it may request additional information or even arrange a meeting.

Finally, the CDAPH (Commission des Droits et de l'Autonomie des Personnes Handicapées) makes its decision based on the MDPH report on the dossier. If accepted, the RQTH is granted for a specified period, usually between 1 and 5 years. Of course, the RQTH is renewable.
